For public dissemination, the file tree is probably the best metaphor, with
1:1 correspondence, and we'll just have to deal with your chosen strict
hierarchy.
However, i could imagine a contentsmanager that worked with metadata to
offer a personal workflow like gmail, offering non-mutually exclusive tags
or labels and/or the canonical file representation.
Downstream apps like nbviewer would probably not implement it: we have
enough trouble serving the things you _do_ ask for.
