[IPython-dev] IPython Parallel manpages

Part of the split meant that the new ipyparallel package no longer installs
manpages for ipcontroller, etc. As they were, the manpages were minimally
useful, pointing users to —help and not much else. We thought it would be
best to ping the list before officially deciding
<https://github.com/ipython/ipyparallel/pull/23> to not restore these
manpages.
