[IronPython] IronPython 0.9.6 released

Slow transition towards code that passes FxCop. It is one of the necessities to release final 1.0 down the road so wherever we touch code, we try to follow the FxCop naming requirements so that there are not as many changes needed once we actually run the FxCop tool on our sources.

Out of curiosity, was there a specific reason for having different cases for Parser.fromString/Parser.FromString?
