[IronPython] wrong link in IPPowerShell sample

It seems the download page for PowerShell RC1 has been removed entirely now that PowerShell RC2 is out. Please use the more generic link provided by Vincent (thanks!) below.  Also, it's worth mentioning there are some special steps to follow if you're upgrading from an earlier version of PowerShell - look for "Registry Information" within http://support.microsoft.com/kb/925228.
