I apologize.  I just tried to reproduce the problem I was having and found a
mistake in the batch file I had created to send the right options to PYC.
So it is true that for non-Python-package files the PYC works as advertised
and the problems I reported previously were my own doing.  Sorry for the
false alarm.  Chalk that one up to working in a new environment without
enough sleep.  :-)
