It is not possible. Okay, it is possible, but is not worth the effort. Please
upgrade.

I perfectly understand your desire to stick to the provided packages,
but Mono 1.1.13.x simply has too many runtime and library bugs to run
IronPython 1.0.x.

Any Mono versions in the 1.2.x series will do.
