The MSDN page you linked says:
Package Class
Namespace: System.IO.Packaging
Assembly: WindowsBase
This should work:
import clr
clr.AddReference('WindowsBase')
from System.IO.Packaging import Package
So, when you read MSDN, pay attention to which assembly the class is from.
