[IronPython] IronPython and the GAC

Of course, I might have gotten it wrong...
The current installer allows you to do an NGEN but not a GAC.  I think that
this might be because GAC gives full trust, which means we'd need to pass a
more substantial internal security review.  But I'm still looking into it.
