[IronPython] Modifying The PYC Stub EXE

Pyc.py is now in TFS on CodePlex, $/IronPython/IronPython_Main/Tools/Scripts/pyc.py, and a few related tests have been added to our checkin system ensuring this doesn't get broken in the future.
