[IronPython] How to install IronPython Tools for Visual Studio?

The VSIX no longer exists - the installer now detects the presence of
VS and will make available an IronPython Tools option if VS is installed.
Did you see that option when you installed 2.7A1? You should be able
to re-run the installer and see if it's there as well.
