2. [New issue] nt.kill(pid, sig) ignores sig argument

User paweljasinski has proposed the issue:

"nt.kill ignores sig arguments and performs unconditional Terminate
It should distinguish CTRL_C_EVENT, CTRL_BREAK_EVENT and try to use GenerateConsoleCtrlEvent
This of course on Windows only, mono on linux can use posix signals."
