Django does not work.

I execute:
ipy64.exe -X:FullFrames "%IRONPYTHONPATH%"\Scripts\django-admin.py startproject djtest
cd djtest
ipy64 -X:FullFrames manage.py runserver

I have this error: 
AttributeError: 'NoneType' object has no attribute '_meta'
