Summary: sign-up page enhancement

Initial Comment:
The signup webpage should include enough information so
that people can know how to whitelist and/or filter
mailing list email before they receive mail from the
list server or list that they are subscribing to.  This
is particularly important for users who are using a
challenge/response system to help keep spam out of
their inbox, as they might not receive the confirmation
request or any list email if they don't properly
whitelist these emails before subscribing!
