Initial Comment:
Presently, the only content filtering option is for
"spam filters", found at:
 mailman/admin/<listname>/?VARHELP=privacy/spam/bounce_matching_headers 

If your listname gets a lot of spam requests (including
spam requests sent "from" a subscriber, an increasingly
common spam tactic triggered by a virus), the listowner
may elect to discard messages that fail this filter,
rather than forward them to the moderators to be
manually deleted one by one.  However, this then
prevents the listowner from being able to add content
filters such as:

   Subject:  *<listname>-DIGEST*

To keep digest subscribers from posting to the list
without first changing the subject of their message.

It would be nice to have 2 sets of filters, one set
that can be used to trigger a discard (for spam), and
another set that will be held and forwarded to the
moderators.
