Summary: Fix colors in HTML pages

Initial Comment:
The HTML pages in mailman-2.1 set the background color,
but not the foreground color. This results in pages
which are not readable if you have set your default
colors in your browser to white on black, for example.

This patch against current mailman-2.1 CVS fixes that
bug by setting the text color to black in pages in
which the background color is set to white.
