- Decode headers/body to be matched.

- Normalize header & pattern so that compatibility
  characters
  (fullwidth forms of ASCII, Compatibility Ideographs etc.)
  will be matched. Normalization Form KC (NFKC) is used.
  note: This feature is available on Python >= 2.3.
