Summary: Support sensible downgrades

Initial Comment:
bin/upgrade currently aborts on _all_ downgrades.
However, AFAIK, there are some version ranges that
don't change the database format and then downgrading
within this range would be safe.

Please make bin/update more intelligent as to accept
safe downgrades.

Thanks.
