Summary: Build python extensions when building mailman, not install

Initial Comment:
The python extensions that are included with Mailman
are installed when you do 'make install' on the mailman
distribution.

Wouldn't make sense to have those extensions built when
you just do 'make' so any build errors on the
extensions can be dealt with before you try to actually
install?
