Initial Comment:
In lists that serve non-technical communities, there's a problem with subscribers who don't understand the confirmation messages or just don't reply to them.

In that case, administrators often explicitly subscribe almost all the users, using some "offline" method to ensure that the users do wish to be subscribed.

But when a subscriber address changes, it's not easy for the administrator to change the address reliably. Since the "address change" on the user options page will generate a confirmation message that the subscriber will likely ignore, administrators who don't have access to the clone command may choose to use an unsubscribe/subscribe strategy to get the list up to date. This, of course, risks losing user-configured options, but is an attractive path for those who have struggled and failed to explain confirmation messages.

If an administrator can subscribe an address without confirmation, user confirmation should not be required to change that address.
