  NOTES
       You  can  specify  as many of the arguments as you want on the command line: you will be prompted for
       the missing ones.

       newlist [options] [listname] [listadmin-addr] [admin-password]


  OPTIONS
       -l language, --language=language
              Make the list's preferred language `language', which must be a two letter language code.
***But there are TWO kinds of Chinese! zh_CN zh_TW, etc. That's more than TWO letters.

Mailman doesn't contain any man pages.  The man pages in question were
probably added by your Linux distribution; I suggest reporting the issue in
their bug tracker.
