[Bug 667249] [NEW] locknix should not depend on setuptools_bzr

Public bug reported:

setuptools_bzr was a nice idea, but ultimately just a PITA.  locknix
depending on setuptools_bzr breaks Mailman 3 installation on Python 2.7
for Ubuntu and Debian.  This dependency should just be removed.
