[Bug 633456] [NEW] Automatically show whether non-members can send to the list

Hello,

This is an enhancement request.

It would be nice if the list description web page automatically shows whether or not a non-list member can
write to the list and under what conditions (moderated or not).   I often want to report a bug or a solution to a problem to some project's list and find it annoying to have to wait for a bounce or moderation reply to find out that I must subscribe.
