This is not a bug. You will note on the page at
<http://mail.perl.org.il/mailman/listinfo/perl> that "(The subscribers
list is only available to the list administrator.) "

On lists with a non-public roster, we intentionally do not reveal
whether or not an email address is a list member to prevent using
negative/affirmative responses to fish for list membership.
