which seems to include remnants of UTC offset in its comparison

perhaps it should be

mailman/src/mailman/app/tests/test_moderation.py: line 82

        self.assertEqual(message['x-mailman-approved-at'][:-5],
                         'Mon, 01 Aug 2005 07:49:23 ')
