[Bug 1035061] Re: setup.py build_sphinx is broken

That commands comes with distribute, but not setuptools.  Can you tell
me, are you on a Debian or Ubuntu (or other Debian-based) OS?   If so, I
don't know what's going on, but if not, I suspect the problem is the
line:

from setuptools import setup, find_packages

On Debian, setuptools is really distribute, so it all works, but on non-
Debian derived systems, this is probably broken.
