[Bug 1200763] [NEW] bin/newlist should be more helpful when reporting bad owner address

Public bug reported:

Currently, if bin/newlist determines the owner address is invalid, it
reports it with 'Bad owner email address:'. In cases where the problem
is that the address is not qualified with a domain, this is not too
helpful. The message should mention this possibility.
