[Bug 1153746] [NEW] Minor addition to Mailman Member Manual

Public bug reported:

I host a number of Mailman lists and am frequently dealing with postings
held due to the list being indirectly addressed.

"require_explicit_destination" is "Yes" by default and I am disinclined
to disable it.

I know it seems obvious to us, but could you add something at the
beginning of the Manual that says:

"Do not put the listserver in a 'bcc:' address line.  It could delay
your posting until a moderator approves it." ?
