Public bug reported:

It appears that under some circumstances some bounce message parser can
return a list of addresses that contains only one or perhaps more None
items. If this is the case, BounceRunner creates a bounce-events file
and doesn't write to it. If no more bounces are processed before the
runner instance terminates, this empty file will be left behind.
