[Bug 1227658] [NEW] Mailman's import21 does not import the archive policy

Public bug reported:

The import21 command ignores the archiving policy which was set in the 2.1 config pickle.
The attached patch adds the feature. It's a bit more complex than what was there before, because the two config options in 2.1 have been merged into a single enum option in 3.0.
