I don't see this as a bug. check_perms is doing what it's designed to do
which is to report and optionally fix group and mode of files and
directories that might cause operational problems for Mailman.

Normally, the owner of all Mailman's files and directories with a very
few exceptions will be the user who installed Mailman (normally root)
and I don't see this as an issue.

If you are really concerned, you can always do

chown -R <mailman-user> </path/to/mailman>
