Been playing with the templates today (or trying to... ), and
couldn't figure out why updates to the templates weren't showing up
in the browser. It's because, of course, when a list is created it
copies templates into the /lists/<listname>/ subdirectory, so changes
to the /templates subdirectory only work on new lists.
It looks like there's no "update existing lists" makefile or script, either.
I'd suggest that the newlist function create symlinks into the
templates directory instead of copying the file, so that changes
automatically propogate to all of the lists, while still allowing
admins to break the link and create a custom page if they want to.
Otherwise, updating a site with lots of lists is going to be a royal
pain if you want to redo the look and feel.
