[Mailman-Developers] Another bug in current CVS

scripts/mailowner calls HandlerAPI.DeliverToUser; in doing so, it must set msg.recips,
but doesn't.  

Here's a patch.

What's going on?  How am I running into all this stuff?  I thought others were
running the current CVS?
