You *tell* mutt which To: addresses are lists, and then you can use the
'L' key to reply to the list, or the traditional 'r' key to reply only
to the sender.

It *could* look for Precedence: list, I suspect, but I don't think
anyone ever cared enough to put it in there.  Or maybe me didn't like
the idea.
