Exim will support VERP if you configure it right.  Support has been in
exim for a long time, but to tell you the truth I know of *noone*
actually using it.

In the thread on 2.1 and MTA interfaces a couple of weeks back I
sketched out a config for exim which would trivially handle VERPing. 
Its untested since the infrastructure I was proposing to support it
isn't there either :-)
