Because Mailman is not a Debian project, and the Debian Mailman
packager is not directly affiliated with Mailman.  Much list, say,
XFree86, the Debian packager periodically grabs the distribution
tarballs, patches them, and then builds a .deb.  

Do an apt-get source mailman to see the details.
