1) Take the MHonArc/PHP-base archive setup I useand extend slightly to
support new messages as well as the replies it supports now and you'd
pretty well have that.
or:
2) Use Mailman 2.1, Zope, CMFMail, ZMailman, and a couple day's worth
of work glueing them together and you'd have it all.

First blush suggests using an external membership roster via a plugin
under Mailman 2.1 should get you this.
