Summary: lists_of_member optimization

Initial Comment:
Well, really just avoiding it during application of user 
options.  We ran the list count up to 5K, and found that the 
options form was very slow.  It will still be slow if you ask for 
your options to be applied across the site, but this patch will 
alleviate the problem if you don't ask for that.

It just tests whether globalopts actually has had any 
attributes applied to it, and only then calls lists_of_member.
