I thought it was legal, but on reviewing RFC 822, I find that it is, in
fact, invalid: if the phrase outside <>'s contains any of spaces, ctrls
or:

specials    =  "(" / ")" / "<" / ">" / "@"     ; Must be in quoted-
               /  "," / ";" / ":" / "\" / <">  ;  string, to use
	       /  "." / "[" / "]"              ;  within a word.

...it must be quoted: To: "user@domain.com" <user@domain.com>
