Initial Comment:
The message:

rejection = 'Non-members are not allowed to post
messages to this list.'

in ${PREFIX}/Mailman/Handlers/Hold.py line 60 is
confusing when 
lists are run by membership-based organizations.  It is
unclear to
non-subscribed posters that the word "members" refers
to list members and not members of the organization itself.

A suggested rewording is:

rejection = 'You must subscribe to this list before you
may post.'
