[Mailman-Developers] make install import failures

after the second failed to import error
which failed with this error
  File "/var/lib/mailman/Mailman/Message.py", line 26, in ?
    from email.Charset import Charset
ImportError: No module named Charset

I figured it would be best to make sure that I had the correct library
and versions.

I'm using python2.2.1 on debian woody

and am wondering if I'm experiencing version whip or what.
