Yes, but why should this be default? For lists that have problems
with "subscribe and spam" spammers, let them turn on this attribute,
but confusing all the other admins who suddenly have a ton of new
moderated users after they upgrade is not worth it.

I absolutely agree that we need to give admins this tool.
But I disagree vehemently about it being the default; please think
about the amount of flaming Mailman will get for increasing the load
on list admins silently by tenfold every time a new user joins the
list.
