[Mailman-Developers] 2.1b4+ language bug?

Had a subscriber from sweden subscribe to one of my lists today. The 
notice to the admin that was sent is a bit schizophrenic:

note that the charset is us-ascii, but the actual content is swedish, 
and it's not rendering right...
