[Mailman-Developers] Experimental spambayes integration

Back in January, I worked out this patch for Mailman/Spambayes
integration.  Simone finally prodded me to upload it so here it is:

I really only played with this on the train ride up and back and haven't
touched it since (except to update the patch).  Let me know what you
think and whether this would make a good addition for Mailman 2.2/3.0
