I haven't looked at more recent mailman packages, but I've been largely 
unimpressed with the debs I've seen in the past -- there's so much 
munging in there that sometimes it causes more problems than it 
"solves" through standardizing.  Not sure why.  I don't know how 
practical this is for you, but you might consider trying from source if 
you've got the time (It's fairly easy to do, and the instructions were 
pretty good the last time I checked).

Have you submitted a bug?  It could just be a bug. :)

Anyhow, I'm afraid I don't actually know the answer to your question, 
but if you once again don't get an answer, I suggest you put the 
problem into the bug tracker.  Then, someone will at least try to 
verify the bug so you'll have some help.
