We're quibbling over definitions. It's impossible to find agreement under 
such circumstances.

FWIW, I use blacklists via SpamAssassin, invoked from a Sendmail milter, so 
it's not a black and white decision that relies on a single such list. A 
degree of consensus is required.

It might be straightforward to cook up some SA rules that recognize mailman 
backscatter and drop it, at the risk of dropping legitimate bounce notices.
