[Mailman-Developers] adding new features for site admin (webUI)

Dear Dave, thank you for this information. I guess 3.0 will not be out in a
reasonable time, and I do not think migration will be flawless from 2.1.x.
So I start to add the new features to 2.1.x and I'll make the patch
available for the public on a web page.
