[Mailman-Developers] buildout instructions

I was able to pip install restish and then built with success but am
looking into the "./bin/test -vv" output shown, before I do 'mailman start':

" ..Ran 334 tests with 1 failures and 1 errors
  Running mailman.testing.layers.LMTPLayer tests::
  src/mailman/testing/helpers.py", line 258, in get_lmtp_client raise
RuntimeError('Connection refused')"

I should be understanding the how's and why's better after reading up about
LMTP (is this b/c I need a package again?), as it looks like there's a good
documentation describing
