As it says on the wiki page, the project description is just a
starting point: Parse links from posts and put them somewhere. So the
first thing needed is a good idea what exactly could be done with
those links. Just put them in a file? Publish them somewhere else,
e.g. a bookmarking service? Display them on a web page? If so, who is
allowed to see it? Should the links be followed/analyzed to get more
information?

As for the technical part: Obviously the starting point for this is
the message itself, but only if it's ready to be submitted (not
moderated or else). I guess one can think of that project as a very
specialized archiver. Hence, the first thing I'd make myself familiar
with is Mailman's IArchiver interface.
