[Mailman-Developers] wiki.list.org theme

I have moved the old wiki theme from Launchpad[1] to GitLab[2] (which
turned out to be harder than it should have been[3] :-).

The theme now copies much of the list.org theme, but I am not yet happy
with some of the sizing and colors. The theme also is no more
"responsive" than list.org on small screens.

If there are no objections, I will install the new theme on
wiki.list.org under a new name so that users can configure their
preferences and provide feedback. (Or I can move my playground out
somewhere publicly accessible.)
