Interesting. This sounds like a Mailman
bug/misfeature/misconfiguration. In the HTTP envelope, mailman claims
that the page is us-ascii, even though the page itself has a META
header claiming otherwise (actually, two of them).

It appears that the browser takes the HTTP header for truth, instead
of the META http-equiv. It might be useful for Mailman to look for
META tags, and omit the Content-type header if there is a META
http-equiv in the page.

In any case, shawn, for putting Turkish characters on an English Web
page, please use HTML character references. Please have a look at

http://mail.python.org/mailman/listinfo/playground

which displays the characters just fine even on the English page; this
is done through character references.

If you want to use iso-8859-9 natively on a page, you need to create
proper Turkish templates.
